in recent years, the central government has attached great importance to the management of imported waste paper, constantly issued relevant management documents, and comprehensively banned the entry of foreign garbage. However, the domestic waste paper industry is widely used in plastics, coatings, paints, pigments, papermaking, sealants, daily chemicals, aerospace science and technology and other fields. Under the tightening of this policy, the price fluctuates, and then it is excluded from the following three aspects, which will quickly affect the downstream papermaking and packaging industry

the processing and utilization enterprise applying for import waste paper license should be the production enterprise using waste paper as raw material

the production capacity of the enterprise should not be less than 300000 tons/year

it has pulping, papermaking and other production and processing equipment suitable for processing and utilization capacity

among them, "the production capacity of enterprises should not be less than 300000 tons/year" puts forward clear requirements for the production capacity of enterprises, which means that small and medium-sized enterprises with a production capacity of less than 300000 tons/year will bid farewell to imported waste paper

2. The full text of the regulations on the administration of environmental protection of imported waste paper

I. scope of application

according to the law of the people's Republic of China on the prevention and control of environmental pollution by solid waste and the measures for the administration of the import of solid waste, the import of solid waste listed in the restricted import catalogue is subject to licensing management. These Regulations are applicable to the environmental protection management of waste paper in the catalogue of restricted imported solid wastes that can be used as raw materials

II. In addition to meeting the requirements of the regulations on the administration of environmental protection of imported solid wastes that can be used as raw materials, enterprises importing waste paper should also meet the following licensing conditions:

1. The production capacity should not be less than 50000 tons/year at that time, and they should have pulping, papermaking and other production and processing equipment suitable for processing and utilization capacity

2. In line with the requirements of relevant industrial policies such as the development policy of the paper industry and the Guiding Catalogue for industrial restructuring, waste paper enterprises or related production lines have not been included in the list of enterprises with backward production capacity eliminated in the industrial industry

3. Obtain the pollutant discharge permit in accordance with the law and regulations, and comply with the relevant provisions of the pollutant discharge permit

4. If compulsory cleaner production audit should be implemented, it should meet the relevant requirements of compulsory cleaner production audit

5. Carry out self-monitoring according to relevant standards and specifications such as the discharge standard of water pollutants for pulp and paper industry, formulate monitoring plans, keep complete original records and monitoring reports, be responsible for the authenticity of data, and disclose monitoring information as required. Key pollutant discharge units shall install and use automatic monitoring equipment for pollution sources according to law, liaise with environmental protection departments, ensure normal operation, and disclose the automatic monitoring results

6. In the past two years, no administrative punishment has been imposed on the illegal acts of transferring all or part of the imported waste paper to units or individuals other than the utilization enterprises specified in the license

7. No administrative punishment has been imposed for the following illegal acts in the past year:

the residual waste generated in the process of sorting or processing and utilization of imported waste paper has not been harmlessly utilized or disposed, including the disposal of the waste plastics in the above residual waste without processing and cleaning, and the direct sale, as well as the use or disposal by individuals or enterprises that do not meet the requirements of environmental protection

deinking slag produced by deinking process is not managed as hazardous waste

8. There are processing and utilization sites, equipment, pollution prevention and control facilities and measures for processing and utilization of waste paper, as well as hazardous waste management system, which are verified to be qualified by the local provincial environmental protection department

III. other provisions

the requirements, application, approval, supervision and management of application materials and relevant supporting materials, as well as the procedures for the treatment of changes and losses, shall be implemented in accordance with the provisions on the administration of environmental protection of solid wastes that can be used as raw materials under the restriction of imports. In addition, the following supporting materials should also be provided:

enterprises that apply for the import of waste paper for the first time after the implementation of this regulation should submit the verification and cleaning method issued by the local provincial environmental protection department: fill the oil table in the oil tank of the experimental machine (see attachment 1), And the supervision and management form issued by the provincial environmental protection department according to the supervision and management of the local environmental protection department at or above the county level where the enterprise processing and utilization site is located (see attachment 2). The validity of the verification form is one year. If the enterprise has new, reconstruction or expansion projects within the period of validity, the verification form shall be re verified and submitted

enterprises applying for importing waste paper again should submit the supervision and management form issued by the provincial environmental protection department according to the supervision and management of the local environmental protection department at or above the county level where the enterprise processing and utilization site is located.
